How it came to be

How the Sick and Safe Time
​Ordinance came to be

The Mayor's 2015 State of the City Address became known as the Working Families Agenda. It represented the will of residents and community based organizations that elected the Mayor and City Council. It led to appointment of a group of stakeholders - the Workplace Partnership Group - to engage community and debate the details of a potential sick and safe time policy across the city.

The Workplace Partnership Group held focus groups, 14 listening sessions, and consulted subject-matter experts in the course of
its study in late 2015 and early 2016. Its findings and recommendations were presented to the City Council on March 16, 2016.

The Sick and Safe Time Ordinance was passed by the City Council on May 26, 2016.

Legislative File 2015-01372 
Passage of original Sick and Safe Time Ordinance adding a new chapter to the Code of Ordinances relating to paid time off and earned sick time.

Legislative File 2016-01527
Amendment exempted certain state of MN subsidized extended employment programs.

Legislative File 2016-01244 
Amendment included technical clarification and a front-loading option for provision of sick and safe time in one yearly lump sum.

Legislative File 2016-01151
This City Council Resolution created a Workplace Advisory Committee and tasked it with reviewing policy and advising policymakers on workplace related issues in the future.
